John Richard DeCarlis is a DOT-qualified Substance Abuse Professional and licensed clinical social worker with more than 20 years of clinical experience. His background includes service as an Armored Cavalry officer and work with the Erie Lackawanna Railroad—experience that informs his practical understanding of responsibility, safety, and the realities of demanding work.

Answers before you begin

Does the SAP decide whether I return to work?

The SAP determines whether you have successfully complied with the recommendation and are eligible for return-to-duty testing. The employer makes employment decisions and arranges the test. You may not resume DOT safety-sensitive functions until the required process is completed and a verified negative return-to-duty test is recorded.

Do CDL drivers need to designate a SAP in the Clearinghouse?

Yes. A CDL or CLP holder in the FMCSA return-to-duty process selects and designates a SAP through the Drug & Alcohol Clearinghouse. The SAP then reports the required milestones.

Can my employer or representative coordinate with John?

Yes. John works with employers, DERs, MROs, C/TPAs, and attorneys, with appropriate authorization and within applicable confidentiality requirements.
